Publishing Blocker Clocks: Give Every Stalled Article an Owner and Next Check

A blocked article should leave the active queue, but it should not disappear. The blocker clock gives it a named resolution path without requiring constant status checks.

Record four fields

Name the failed condition, the person who can resolve it, the requested input, and the next useful check time. “Waiting on review” is incomplete because it hides both authority and timing.

Keep safe work moving

State whether research, formatting, or another article can continue. Never work around a missing approval by weakening or inventing the disputed claim.

Escalate by consequence

Escalate when a real deadline approaches, the owner changes, or the requested input no longer resolves the blocker. Repeated reminders alone do not make a request clearer.

The clock ends when the missing input arrives, the article is deliberately cancelled, or its scope changes through an approved decision. Until then, the queue can move without pretending that the stalled item is ready.
